Born in 1951, Mohammad Moazzam Khan is one of the leading fisheries scientists of the country. After graduating from D. J. Sindh Government Science College, he obtained master degree in Marine Biology from University of Karachi securing first class first position. He also obtained M. S. degree in Zoology from University of Hawaii in Honolulu, U. S. A. Mr. Moazzam has been associated with fisheries research and administration since 1973. He started his career as Research Officer in Centre of Excellence in Marine Biology, University of Karachi (1973-1980) and carried out research on various aspect of fisheries biology, aquaculture, pollution, baseline studies and fisheries biology. He joined Directorate of Fisheries Government of Balochistan, Pasni as Senior Research Officer (1980-1986) and surveyed the coastal and offshore areas of Balochistan for fisheries resources and worked on the biology of commercially important fishes and shellfish. Mr. Moazzam joined Pakistan Museum of Natural History, Islamabad in 1986 as Associate Curator and worked on marine fauna and flora of Pakistan. He joined Marine Fisheries Department, Government of Pakistan in 1987 as Director (Planning and Statistics). Since 1998 till his retirement in 2011 he worked as Director General, Marine Fisheries Department. During his tenure, as Director General, Marine Fisheries Department acclaimed national and international recognition. The Department enabled to achieve status of a harmonized country by European Commission as well as by US Department of State for complying TED regulations during his tenure. He also served as Chief Executive Officer of Fisheries Development Board in 2009-2010 and also served as Director, Animal Quarantine Department during 2009. He also worked as Project Directors of Establishment of Training Centre at Gwader, a developmental project of Ministry of Food, Agriculture and Livestock, Government of Pakistan and Aquaculture and Shrimp farming Project under ministry of Livestock and Dairy Development, Government of Pakistan Presently he is working as Technical Advisor (Marine Fisheries) in WWF-Pakistan. He is leading a team of scientists and fisheries mangers working on bycatch of commercial fishing operations especially sharks, rays and cetaceans. He is member of a number of national and international organizations including as President of Pakistan Whale and Dolphin Society, Life Member, Marine Biological Association of India, Fellow, Pakistan Fisheries Society and Fellow Zoological Society of Pakistan, He also serves as faculty member at Bahria University (for MBA Maritime) and University of Karachi, Institute of Marine Sciences (MAS Programme) and Department of Food Sciences, University of Karachi. He is a member of Scientific Committee of WWF-Pakistan. Mr. Moazzam Khan has published more than 170 scientific papers in national and international journals.
